What I checked
I pulled the Dullahan row from the Fandom race table and the heirloom map Allthings published on 17 Oct 2026. I have not evolved a Dullahan hero, so stage-3 effects stay blank where the sources left them blank.
The roll
Dullahan is Event at Not a roll. Passive on the wiki: +5% max HP, +5% defense, +3% crit. Headless Ride: 4 Energy, cooldown 5
Dullahan is not in the spin table. Guides price it at 10,000 Candy from the Candy Witch during Haunted Harvest. I have not checked whether that shop is still open.

Kindled needs the heirloom (Act 7 Nightmare, The Deacon). Exalted needs the heartblood (Aurelion (Act 9)). Stage 3 is named Pale Rider where a name exists. Counts for that last step are not published.
